My guess is that part of OK doesn't really deal with Freeways often and just don't understand proper signage, namely the JCT and the shields posted right before the BGS.

You can find the improper use of JCT all throughout the state, even on Interstates, where the district involved should know better.

For those who may be interested in writing to ODOT about this, the Division Engineer is:

Ron McDaniel
Oklahoma Dept of Transportation
PO Box 190
Buffalo, OK  73834-0190
--------------------------------------------------------------------------------
If it follows the naming convention, his email would be:
rmcdaniel@odot.org

The commissioner for District 6 is:

Mr. Bobby J. Alexander
P.O. Box 1570
Woodward, OK 73802
(580) 254-3232

No email address is provided.

Though the thought is tempting, crappy signage seems to be endemic to ODOT. I doubt either Mr. McDaniel or Mr. Alexander has any real power to fix that (much like how no level of customer complaints could ever fix the similarly crappy management at my workplace).

I wish Oklahoma's crappy signage were more creative, a la New Mexico's.

it is!  that's eastbound.  I don't recall if there were any westbound, but there are 54, 66 and 84 eastbound.  all on green signs.  downtown Santa Rosa doesn't have anything unusual.

For some reason New Mexico likes Series E Modified with very tight kerning--in that respect the US 54/Vaughn sign is far from unique.  (I also suspect these signs are made in the NMDOT sign shop in Santa Fé, rather than by contract, though this is not to say that contractor-fabricated signs would necessarily be any better.)
