NJ 18 Extension Underway?

I was reading some webpages that state that NJ 18 was either under construction or already started and supposed to be  already finished. http://www.state.nj.us/transportation/works/studies/rt18_i287connect/

Then you have local new sources like this one http://www.nj.com/news/index.ssf/2012/02/28m_project_will_help_connect.html that tells that funding was made available.

Wikipedia states that is is under construction.  Even the design phase has been made according to NJDOT.  It already shows the planned improvements to Hoes Lane, Cenntenial Avenue, and part of Possumtown Road in the project summary even detailed with maps.

Yet last Summer, I have had the privilege to drive Hoes Lane in Piscataway, NJ and saw no construction.  It was also mentioned here by someone that the plan was not alive and the assumption by the tone of the user is that it will not be done anytime soon.

  What put the halt on the already posted project that was good to go?  I see NJDOT does not feature it on current list of projects on their home page, or list of projects in summary.  I would guess that its been more than delayed, and with google not linking to any updated information and NJDOT not posting or updating their page makes it a mystery or at least for me living in Florida thousands of miles away.  Is this project ever going to be started anytime soon?

Oh, eh, last summer?

I've driven it in the past month. Ground was broken, but it takes months to get from there to a state where people recognize it as construction. Sometime in 2013, you'll notice it.
