CT VMS on I-95 in NY

Driving on I-95 NB in New York, just before exit 18, I noticed a VMS sign with CT characteristics.  It had the god awful 1980s era square type gantries and the CT style of VMS.  It had a message about traffic on I-95 in Norwalk.

Is this a CT maintained structure?

I think so.  I'm pretty sure that it's put there by ConnDOT to advise people of traffic conditions up ahead in Connecticut.  It's not new.  To the contrary, it's been there for as long as I've been familiar with that section of I-95.

Wish Connecticut would start installing the same style full-width VMS as NYS. The ones we have now are pretty lame, and recently have gone towards more vague messages. If traffic is slow, no matter the reason, it just says "delay, exit XX to XX." In the past you'd get more detailed messages such as "holiday traffic delay." There are also exit 2 Delevan Ave signs in NY that are mounted on the old triangular trusses that NYS leaves standing strictly for the purpose of mounting the exit 2 signs.

Is this a CT maintained structure?

It is. I used to work in the TMC that operates that sign (Bridgeport Operations, located in the Troop G State Police barracks), and I can confirm that that sign is owned and operated by Conn DOT. They've also got one on the northbound Hutch.

The only full size VMS I seen is on I-84 Hartford area. I wish Connecticut had the estimated times posted about how long it takes to get to certain cities or other major routes. I notice RI has started to put estimated times on there VMS.

I was just talking with a current Conn DOT employee about that... those will be coming to CT very soon.

You mean the BGS travel time signs? NY has one on I-95 for the Geo Wash Bridge.
Or do u mean they will put travel times on already existing VMS?

He said they'd be using existing VMSs. I don't know how the messages will be formatted, though. He said Newington is still working on the details, the most recent meeting about this was last Thursday, and this all stems from a federal mandate.

There's actually several in the Hartford area... I-91 around Exit 33 comes to mind.  I've never seen them say much more than advertising delays and pointless messages about week long campaigns (National Work Zone Safety Awareness Week, Click It Or Ticket, Drive Sober or Get Pulled Over, etc).  Ones on I-91 south of Exit 25 often suggest the alternate route to reach I-84 East via Exit 25 to CT 2 West.
