New Algorithm For Controlling Traffic

I thought about posting this in the Colorado thread, but thought it might be more related here.

Basically Melbourne, Australia has been using an algorithm to dynamically adjust traffic meter times with great success, and Colorado is going to implement it in the Denver metro.

I feel like anything is worth trying, and I think this has a pretty good chance for success.
