Guessing the sign at the I-35/I-335 split in KS with both routes signed for KC via different secondaries violates the MUTCD then? I was basing it off that example.

OR you could put Peoria, Joliet and Chicago on as the control for 80 East at that junction. There are 3 line control cities in Illinois. See Bloomington with Southbound 55 being St Louis, Decatur and Indianapolis and Northbound 55 being Chicago, Peoria and Rockford.
55NB/64EB/US40EB/To 70EB has a tri-control of Chicago, Louisville, and Indianapolis across the Poplar Street Bridge into E St Louis before the 55/64/70/40/IL 3 interchange
