Ownership of SR 87 in Mesa, Arizona?

I was wondering, is SR 87 in Mesa under the ownership of ADOT or the City of Mesa?  I know the Chandler section of SR 87 is under the ownership of the City of Chandler except the southernmost portion and the area surrounding Loop 202.  On the Mesa/Gilbert border, I know ADOT owns the traffic signal at the Guadalupe Road intersection.  The rest of the traffic signals on the Mesa section of SR 87 appear to be owned by the City of Mesa, however, the right of way may still be owned by ADOT (for example, US 60 Grand Avenue has a mix of ADOT, MCDOT, and city-owned signals, but the right of way is still owned by ADOT).  I have heard some conflicting info on the ownership of the Mesa section of SR 87 (Wikipedia says it is under the ownership of the City of Mesa).

So, does anyone know if ADOT or the City of Mesa owns the section of the route within Mesa?  I would like to know.  Perhaps the areas immediately surrounding the freeways may be ADOT-owned while the rest of the route may be Mesa-owned similar to Chandler.

I would think most of the Mesa section of SR 87 is maintained by the city of Mesa. There are virtually no signs suggesting it's a state highway other than near the various freeway interchanges.

Well, there is the unsigned US 60X route along Main Street/Apache Trail between Power Road and Meridian Road, however, I think I have seen some ADOT-owned signals as well as ADOT Adopt-A-Highway signs on that stretch before.

Looks like most of the route is owned/maintained by the City of Mesa, except for the area surrounding US 60 and the road north of McKellips.

Also, there is an update that this doesn't reflect, but SR 87 from Riggs to Ocotillo is now under the ownership of the City of Chandler as of 2013.
