Which section of U.S 151 in WI will be converted to full freeway first?

I-39

The part between Madison (I-39/90/94) and Fond Du Lac (I-41)

OR

The route between Madison (Beltline) and Dubuque?


Both have long range plans to convert the expressway portions to freeway.

WisDOT isn't studying the whole stretch of US 151 on either side of Madison for conversion to freeway. Only the segments from Verona to Dodgeville and from Columbus to Waupun are being studied. The most you'll likely see for years are spot improvements. The segments from Dodgeville to Dubuque and Waupun to Fond du Lac are fine as is.

Over the long term, I would bet on the Madison to Fond du Lac segment being fully upgraded first.  It has a greater population on the non-Madison end and the towns in between appear to be bigger than the Dubuque-Madison segment.

They don't have a study out right now, but they do have long range plans in the Connections 2030

I agree, and even if Madison to Dubuque is finished, they'll need to fix the interchange at the Beltline, which will not happen until after 2030 according to WisDOT

The section between Waupun and Fond du Lac will not have traffic warranting a freeway conversion for many years; the Waupun to Oshkosh section of Hwy 26 carries more traffic. The section between Dodgeville and Dickeyville isn't exactly a high-traffic location either.

Bold prediction: neither one within the next 30 years.

Not according to WIDOT maps.

Just past the easternmost interchange, 12,000 use US-151 and 8,000 use WI-26

Packer games see WIS-26 lined up with traffic to get onto 41 NB from points southwest quite a bit.
