Broken traffic signal flips off pedestrians

You could also use duct tape to achieve that. I have seen this in the past.

They should just install the worded WALK / DONT WALK pedestrian signals. When did they stop installing the worded pedestrian signals anyway? In the 2000s? I know that New York City were still installing them in the '90s.

The MUCTD officially banned them in 2003. A lot of them were removed in the late 2000s/early 2010s when a lot of major cities upgraded their signals to LED.
It's all fun & games until someone summons Cthulhu and brings about the end of the world.

I also collect traffic lights, road signs, fans, and railroad crossing equipment.

New York City had worded pedestrian signals still installed until about 2002. They'd last for a short period of time and be retro-fitted with hand and man L.E.D. inserts.

The problem with that is that there is no numerical countdown to go along with a WALK / DONT WALK signal.
