Was US 58 ever posted with a Tennessee cutout on State St?

Yes.  Yes it was.

US 58 EB ran on State St in Bristol from 1933-66 which is in Tennessee.  The VDOH project on the sign below is to widen the WB lane of State St between Wagner and Peters Sts.

This photo was in the April 1954 Virginia Highways Bulletin.  It is along State St EB in the vicinity of Wagner and 24th Sts.  I have never seen a Tennessee cutout shield in this style before.

I always thought US 58 should have gone further west than Cumberland Gap, TN. Now where it should have gone and what routes it should have took to get there is up for debate.

Before the Cumberland Gap Tunnel was built, US 58 ended in Virginia; now it does enter TN for a few feet, at least. It would be easy to extend it along TN 63 to LaFollette and I-75.

Nope. Best I can tell, there's not a single cutout left in Bristol, all of them having been replaced about 10 years ago.

I always thought US 58 could replace US 412...

It is difficult to get US 58 to Columbia using TN 63 as the first segment.  But it could instead be done via KY 90 and KY 92 with TN 111 and replacing US 70S...
