Strange parking sign defacement aat Cherry Hill Mall: No Regrets?

Don't know if this is the place to post it, but I've noticed that many of the handicapped parking signs at Cherry Hill Mall have a sticker reading "No Regrets" covering the word "Penalty".

Is there some deeper meaning to this I'm not getting?
