I think that sign simultaneously manages to be button copy and changeable bulb.

I believe history went as follows (at least starting with the sign above):

That sign.
Red lights that flashed when the speed limit was reduced.
Flip panel signs that worked.
Flip panel signs that didn't work, practically allowing the entire Turnpike to have a non-posted speed limit.
LED numerals.
