Hawaii traffic signals

I used to live in Hawaii when I was small, and I remember that none of Hawaii's traffic signals had backplates on them.  However, I think I have seen some photos of recent installations that include the backplates.

I was wondering, when were backplates first used in Hawaii?  Also, were they first used by HDOT or one of the cities?

I lived on Oahu in Honolulu.
