I just finished driving US 14 from SD to Rochester. Does MNDOT intend to twin and eliminate all at-grades between Nicollet and Rochester?

Yes to the former, no to the latter.  The last section from Owatonna to Dodge Center remains unfunded.

Follow up: Is the expressway going to reach New Ulm at MN 15 or terminate at Nicollet as currently under construction?

The segment from Nicollet to New Ulm is planned, but currently unfunded.

I hope that the two signals in Byron will get replaced with interchanges down the road.
