Change "Pacific" board to "California"

The list of boards is already getting a little long to scroll through, especially after the (sensible) split of the Travel board from Off-Topic. Adding two boards would be going in the wrong direction.

jakeroot's suggestion to move states among three existing boards doesn't have that problem, though I'm not sure how helpful it would be. It's easy enough for me to pick out posts for the western states I'm most interested in, no matter which of those three boards they wind up in.
