News:

The server restarts at 2 AM and 6 PM Eastern Time daily. This results in a short period of downtime, so if you get a 502 error at those times, that is why.

In short, they get their own separate fund source from FHWA, rather than getting any piece of FHWA's main programs (e.g., STP).
