What is your temp threshold for wearing pants vs shorts when being outside?

I am probably less likely to notice when people wear shorts in colder weather, having spent the last few decades on college campuses in the north.  College students tend to stick with their shorts and even sandals longer into the fall and break them out earlier in the spring than your general population, and there are always some who are stay in shorts pretty much year round.

My wife spent a semester at college in Minnesota, and she used to trudge through the snow in flip-flops.

I know of a man who i once worked with who never wore long pants even in 30 degree weather.

I once thought he was crazy and he thought I was crazy for calling him out on it.

Not to mention no winter coat or long sleeves he wore either. Same outfit as a 90 degree day worn on 35 degree days.

Now that it's April, we should be discussing this on the upswing. We've hit the 80s a few times already (and even touched 90 a couple of times) but it's been so stinking windy that it hasn't felt like it.

55-60 degrees if I'm exercising/hiking and it's not windy nor raining outside. Just standing and sitting around most of the time? 68 degrees and up.

I don't wear shorts as much indoors for long periods of time, except at home. I seem to get chillier as I get older and not keeping my blood circulating; restaurants and airplanes are roulette wheels when I never know if I'm freezing or shvitzing. 

There's times I take the the dogs out in 45 degree weather with shorts on, but that's usually when the temperature is much lower when the sun isn't up and I'm going back inside in a few moments.

tl;dr it depends on my mood and physical activity

I don't understand the folks that wear shorts in public during near-freezing weather...what happens if you suddenly have no heat in an emergency?

My tolerance for cold largely depends on the wind (low body fat issue?). If it isn't windy, I feel fine wearing shorts at 55 degrees and up, but if it's windy, I only feel fine at 65 degrees and up or so. Add 5 degrees to each of those numbers for my cold tolerance of short-sleeve shirts.

As for how warm I wear pants, I really don't start feeling uncomfortable wearing them for long periods until it gets up to 90 degrees. I don't know why, but my legs are often more "immune" to the effects of weather/temperature than my arms (as an example, I hardly ever get cold feet, but I often have to wear gloves for my hands once it gets below 50 or so).

I used to set 90º as my personal limit at work, but I have shifted downward to 80º mainly because my boss doesn't care. The store manager is the only one who is prohibited by company rules from wearing shorts at work.
