Truck Weight Restriction Ticket

I work at a library in western New York.  A patron came in and asked for our copy of the state's Vehicle & Traffic Law.  Said patron drives a truck that carries home heating oil.  He was on his way to a delivery when he was stopped and ticketed for violating a posted traffic sign. 

There was a sign that said "Weight Limit 4 Tons", with one of these posted under it:



Now, his delivery was not on the road he was stopped on, but said road was the only way he could get to the road the delivery was on.

What would be the best way to fight the ticket, if at all?

I think stating that exact fact to the judge (perhaps with a helpful map) would be the best way to proceed.

Just explaining it to the judge exactly what happened. That it was for local delivery and the sign said 'Except Local Delivery'. Should be pretty open and shut.
