Are flashers required for in-roadway emergencies?

Not related directly to flashers/hazard lights but I saw in this old movie "Goofy's freeway troubles" who was shown during drivers ed courses with "Freewayphobia", some requirments they suggested at 7:44 when our car have trouble, like a raised hood along having flares and reflectors.
