The Texas House passed a budget plan Thursday. The Senate previously passed a plan. The fiscal year starts in September. Texas does budgets for two years.

The House and Senate versions for TxDOT are nearly identical, so I think $39.9 billion is fairly firm, although the funding from the oil & gas severance tax could vary from the estimates during 2026 and 2027.

House
2026: $21,174,303,979
2027 $18,724,105,535
Total: $39,898,409,514

Senate
2026: $21,171,303,979
2027: $18,724,105,535
Total: $39,895,409,514

This is a 7.1% increase over the budget amount for the 2024 and 2025 fiscal years: $37,227,863,998. (I don't know the actual amount.)
Of course, construction inflation has been much higher than 7.1%, so the budget loses purchasing power. But there is hope inflation can tamed, based on preliminary indications from this month's bid amounts.

UPDATE: according to this presentation (page 5) on the NCTCOG site, $39.9 billion is a "Net decrease of $401 million". This suggests that the actual amount for 2024-2025 is higher than the budget document amount, probably due to revenue from the oil & gas severance tax, which can fluctuate.
