It seems Kern County has all their road records scanned online:

https://www.kernpublicworks.com/services/development/maps/county-road-records

These records are chronological versus anything that resembles the current county road numbering system.  County Road is interesting because it is the now closed Baker Toll Road from Bena to Walker Basin as "Road A."  Not every day I stumble into highway records dating back to the 1860s:
