All-Way Stops installed due to bad visability

At several locations around here, intersections that would not require all way stops due to traffic volume have the due to inadaquate visibility. This results in traffic on the major road having to stop unnessessarily and is a major nusince. These situations could be avoided if engineers were smart enough to design the streets properly. They always mess up by allowing intersecting streets near hill crests and curves.
Here are some examples.:

I am no traffic engineer but I would guess its to slow people down on the major street.  Im EX 1 the main road is a 4 lane road and people probably get up to 60MPH

In the first example, the SPEED LIMIT is 30, which is too slow for an arterial. I never see anyone going over 40.
Corinth is one of those cities that has a SPEED LIMIT 30 on every arterial/thoroughfare. To me 30 is a residential speed limit and thoroughfares should be 35+. Corinth really has no clue what they are doing when it comes to signs. There are errors everywhere. They make up random school zone signs that are not in the MUTCD.
