it's not.  the 103 is totally mislocated.

and yes, these shields were made by the City of Concord on recycled STOP signs.  I used to own a US-3 cutout that was even more overtly on top of a stop sign.

I think it is eastbound on one of the side streets.  the 9/202 multiplex is only about 8 blocks, so it should be easy to find.
I drove every one-way street (and every intersecting street) in Concord. Nothing. Also, 9/202 is a longer multiplex than that, since it comes into town from the west.
