NE2, these pony truses are fairly normal for walkway bridges, a few around me are like that, and a small lake near me has a pontoon walkway.

looks to be the case.  the truss structure is bearing the load, as opposed to being decoration for the deck.

There's also an arch-style as well. A lot of bridge enthusiasts call them MOB's (mail order bridges)
