Pittston Bypass

Apparently there's an "expressway" bypass of Pittston, PA, part of it US 11, part of it undesignated. There's a stub end at its southern end. Where would it have gone? Would it have fed into anything? Will it ever get built?
Mileage-based exit numbering implies the existence of mileage-cringe exit numbering.

Seems that it was to continue to downtown Wilkes-Barre and perhaps beyond.
