If the project was downgraded to just this, then what's this? :hmmm:
Mileage-based exit numbering implies the existence of mileage-cringe exit numbering.

That's something that was meant to be part of the full bypass, but then when the money became tighter, they focused on the more needed (in their estimation) southern part. I haven't been up there to check on the partially built stub, but I would imagine PennDOT will try to protect their investment for eventual completion.

The original design was to have PA 402 end on that right-of-way that stands unfinished. I expect they must have used that reason to get around extending 402 onto old 209.

I'm not sure if Seven Bridges Road (US-209) would still connect to the bypass, but if the bypass were to be completed would Penndot close Seven Bridges Road and reroute US-209 onto the bypass? https://maps.google.com/?ll=41.056233,-75.115671&spn=0.009401,0.021136&t=k&z=16

US 209 is already routed on the bypass.

SR 1019 is now in effect for the old 209.

Seven Bridges Road is closed and being worked on, then will reopen for traffic.

Also, your link is to what would've been the SR 0402 connection to US 209.
