Add some duct tape and Red Green would be proud! The link posts to a long thread, but it's utterly hilarious and worth the time! Like one post there said, "The guy owns a hammer and a saw. Maybe a tape measure but perhaps not."

Sorry, dude, but I've been among cardboard houses and cattle corrals made of shipping pallets.  With a little ingenuity, people make structures without the proper tools and materials all over the world all the time.

If anything, this strikes me as the exact opposite–the builder does have access to the proper materials, but hasn't put any time or effort into his work, opting instead to just throw stuff together as he goes along, resulting in an incoherent mess of a structure.
