Thanks for the Link to the Spreadsheet.  Downloaded with No Issue. Not Prompting for any User/Passwords.

Filter by 80% State Score.

Was Very Happy to See Dixon Bolevard - US74 so high on the List.  The Last Interchange Needed to complete the Limited Access between I-85 and I-26 (Future x26? I38?)

Otherwise all the Rail Separation (70% and Up) will continue to speed up the Piedmont between Raleigh and Charlotte. Its been awhile since I checked but a few of these are keeping the train at 35MPH when it should be 70MPH (Sorry do not recall actually speeds)
I think 2:30 Hour Express between Raleigh-Charlotte (If Charlotte can ever get the New or Temporary Station Built) will be possible with all the Road Separations currently planned. ((Currently 2:55))

Also Good to see train route Raleigh to Wilmington listed so high.  {{Though Personally a NCTrain "Summer Weekender" to Morehead City at 4.5 hours due to its speedlimit could start today with a Friday and Sunday travel schedule with the older trainsets once the new sets become active in the coming few years.  Weekend Couples, Lawyers/Gov People joining family already down, and a train car full of kids heading to camps.  (so few trains currently on line to Morehead city)}}

This is closer to Shelby inside the bypass. All projects to complete the freeway upgrades are already under construction and will be done in the next 2-3 years. Ironically, this project and the access management project that scored so high won't be as high of a priority once the bypass is completed and AADT drops by 20,000.

Are you Sure in 2-3 Years?  Google Maps is from 2026 shows nothing regarding the planned interchange along US74 at Bethelem Rd/HarmonRd/Williams Rd which is East of the New Shelby ByPass and West of the Stony Point Rd Interchange near Kings Mountain.

That interchange is part of project R-2707E, which is scheduled for completion in May 2029. You can see clearing, grading and utility work in Google Street View.

So I didn't see US1 North of Raleigh improvements on that list. I hope it doesn't mean that nothing will be done before 2038. Also final 7 miles of US401 widening to 4 lanes to Louisburg isn't shown.

If these projects are listed in the current STIP but delayed to begin, would they appear on the next STIP?

The projects listed above are selected for funding under the statewide mobility category in the next STIP (2028). Projects funded in the current 2026 STIP are not on this list. Additional projects will be added to the draft 2028 STIP based on remaining funding, scoring and local input points.

How State Transportation Projects Are Prioritized

Statewide Mobility
Projects in this category receive 40% of available funding. This selection process is based 100% on data.
Regional Impact
Projects in this category receive 30% of available funding and compete within regions made up of two NCDOT Highway Divisions, with funding divided among the regions based on population. Data makes up 70% of the project scores in this category. Local input points account for the remaining 30%.
Division Needs
Projects in this category receive 30% of the available funding, shared equally over NCDOT's 14 Highway Divisions, which are groupings of local counties. Project scores are based 50% on data and 50% on local input points assigned by local planning organizations and the NCDOT Highway Divisions.

What does it mean if a project schedule indicates it is "Funded for Preliminary Engineering Only"?

Since the STIP is updated approximately every two years, a project that is included in the first five years of the program has a greater certainty of being delivered as it is scheduled; these are shown with fiscal year schedules and labelled as "Scheduled for Delivery". Projects in the second half of the STIP may continue with planning and design activities.  However, these projects will have to compete again in Prioritization to remain funded in a future STIP.
