Received another reply, after I inquired more:

Thank you for your email regarding making a left turn on red at the MO 248 and US 65 DDI.

You can not make a left turn on red if you are getting off of US 65 onto the ramps and wanting to make a left turn off of the ramp to either go to the Branson Landing to the east or the theater's and restaurants to the  west of the interchange.  In Missouri it is against state law to make a left on red at a signalized intersection.

The left turns on the ramps at the MO 13 and I-44 DDI have YIELD signs on them, which allows you to make a left turn as long as no traffic is coming either southbound or northbound on MO 13.  Then the left turning traffic must stop.

This email was from a Senior Traffic Studies Specialist at MODOT.

This is what I thought is the case, but I just wanted confirmation.  Case closed.

Not 'Route 13'? Shocking. Their manuals are hilariously insistent that "Route" not be abbreviated to anything.

He probably copied and pasted from my email.  :)

I know specifically that Michigan allows a left on red into one-way traffic. This comes up quite frequently with the many signal-controlled Michigan lefts around the state. It would also seem to make sense to allow it in this situation in Joplin, but what makes sense and what is law are different things.
