Correct.  The highway is signposted as the Sam Houston Tollway on the tolled portions, but signposted as Beltway 8 on the free portions.  I'm not aware of any place it's signed as both.

This take may be correct or incorrect. The highway is signed as both on the ship channel toll bridge SB:

Oddly, it seems to go to a construction site. The ramp and the road it connects to aren't on the regular Google Maps imagery either.
