Nope, it doesn't.  Therefore, not a city-installed sign.

It's just a decoration installed by the property owner, like these.

The North Carolina vehicle code requires that, when you're "about to enter or cross a highway from an alley, building entrance, private road, or driveway", you "shall yield the right-of-way to all vehicles approaching on the highway to be entered".  Yield, not stop.

Unenforceable, unless the driver also fails to yield at all.

By the way, that's a big ol' list of vehicles that drivers in North Carolina are required to yield to.  This is the first such state code I've read that includes vehicles operated by such as these:

organ procurement organization or agency
county fire marshals and civil preparedness coordinators
Division of Marine Fisheries of the Department of Environmental Quality
Forest Service of the Department of Agriculture and Consumer Services
