Yep.  Saw these in a few places in the Chicago area a couple of weeks ago.

In all seriousness, it means to obey the signal over your lane and ignore the others.  If you're heading northbound in the thru lanes and you have a red light, don't assume a malfunction and step on the gas because you see southbound traffic moving on its green.
