Right turns, unramped

I can think of a few reasons why a trumpet might be designed like this:

- Limited right-of-way.
- Intersection spacing to the "downwind" intersection on the side road.
- Provision for a future extension of the side road.

Not sure if any of these apply in your Pennsylvania example, but they'd be possible reasons.

I pass that U.S. 322 interchange when I go to and from Penn State.

This configuration might allow for the possibility that the cross street be extended from that ramp intersection.  Less reconstruction required that way if this were the case.
