I thought the Circumference Highway in Nashua died decades ago? What took New Hampshire so long to formally kill the remainder of the project?

Meh, they're just holding old ROW and are finally getting around to getting rid of it.  Used to be a twenty-year deadline on acquisition and if you didn't get to construction, any federal funds spent had to be reimbursed.  That said, they should be well beyond that deadline, given the long, long history of the project.

The speed of which they'll be able to get rid of the land will depend on how good/experienced their ROW officer(s) is.

What do you suppose they'll name the little stub that they've already built? There's nothing very Circumferential about it.
