Meh, they're just holding old ROW and are finally getting around to getting rid of it.  Used to be a twenty-year deadline on acquisition and if you didn't get to construction, any federal funds spent had to be reimbursed.  That said, they should be well beyond that deadline, given the long, long history of the project.

The speed of which they'll be able to get rid of the land will depend on how good/experienced their ROW officer(s) is.

Passed through the Bedford tolls yesterday and they are still completly intact.  I would think they would pull a MassDOT and get at least a couple of them removed quickly, but no such luck.  A few lanes through them are open, and some lanes have the red X.  Signage just consists of the purple "EZ-PASS" variety, but no permanent signs saying "ALL ELECTRONIC TOLLING", outside of portable VMS/DMS units.

Wonder if going to AET means they'll fix the ridiculously easy shunpike for the Bedford toll plaza (exit onto US-3, then immediately get back on).

The Hooksett ramp toll plaza was still doing cash when I drove through last week.
