Ideally, you could use a dashed border to indicate a different meaning from a solid border. One of those things I don't believe has been used to its full potential.

It is in Norway and (I think) Iceland, where on a route marker it's the equivalent of a TO legend in the US and Canada or parenthetisation in the UK, Australia, or New Zealand.
