Tucson Freeways

One thing I will never understand is how come the Tucson area, which is very anti-freeway, gets state route numbers like 210 and 410, while the Phoenix area seems to have a lot of random numbers for current and future freeways?

As far as the signage goes, if/when ADOT replaces all the Clearview signs on I-10 and I-19 (and maybe SR 210), it will look better and be more consistent.
