700's not a route, it means you're at the 700 block south.  Looks like this one's at 700 south of Center St. in Clearfield, UT

CT Route 40 is probably in the Hamden and North Haven areas. CT "44" would probably have been for US Route 44, since there is no state highway with that number here. Not sure about the other ones right now.
