Yes, the military is fully responsible for traffic enforcement on bases.  There is a whole traffic court system and military specific MUTCD.  The UCMJ isn't really enforceable upon civilian personnel but a traffic judge can issue an installation driving debarment. 

Tbh I think this might be the highest DOD DOW:rolleyes: speed limit anywhere? Can't think of any 75 / 120km/h off the top of my head...

It is the fastest I can think of.  I would have thought Mercury Highway would have a higher limit than 55 MPH now.  Turns out that hadn't changed.
