Why are some of the numbers black-on-white? The Cullman County Road Department re-numbered a lot of routes, but also re-used a lot of old signs with their new numbers.

I have a ton of I-565 photos, but I see this every week I leave Huntsville International Airport; it's the only shield with Clearview numbers I've ever seen anywhere in Alabama:
