article on the New Manila International Airport project in Bulacan brings up the planned Skyway north extension from Balintawak/Caloocan to the airport:
https://businessmirror.com.ph/2020/12/16/san-miguel-taps-boskalis-for-mia-land-development/

QuoteIts airport development plan includes an 8-kilometer airport toll road that will connect the airport to the North Luzon Expressway and link it to the recently-completed 18-kilometer Skyway Stage 3 going to the South Luzon Expressway.

https://www.youtube.com/watch?v=7a_VZ3BJKxg - video from a staffer handling paving work on Skyway Stage 3

https://www.youtube.com/watch?v=wzoeC17mc3I - vlog covering construction works for the Skyway Stage 3 from ground level (i.e. along Quirino Avenue, Araneta Avenue) as well as a little bit of driving on NAIAx/SLEX.

https://www.youtube.com/watch?v=ddrUpII-IT0 - another Skyway Stage 3 video from surface level (showing the onramp from Osmena/Buendia north to the Skyway that is currently temporarily closed), with English language narration.  also shows the ongoing incomplete ramp construction at the Nagtahan exit, which will be the main access point to Malcanang Palace and also for now (until the NLEX Connector is finished) the main route from Makati and SLEX to Sampaloc.  Some cool boat views of the Pasig and San Juan River segments of SS3.

New map of Luzon expressway projects!  Easily decoded map legend too (blue for existing/built route, red for under construction, dotted red for proposed) -

https://www.skyscrapercity.com/threads/r3-south-luzon-expressway.1577141/page-333

Notable details:

- the Port Area Expressway and the Pasig River Expressway are both seen on this map as proposed

- on the other hand, none of C-6 north of the Batasan spur is shown as even proposed at the moment

- for the Pasig River Expressway, it seems the official start of the west portion (Anda Circle to Skyway) will utilize the Nagtahan ramps towards Malacanang Park before cutting back over on a westbound trajectory.  This is the alignment shown on San Miguel Corporation's big map of road planning as part of the New Manila International Airport project.

Skyway Stage 3 opening actually will be on December 29th!

https://www.facebook.com/pinoyjoyride/posts/4155169204498490

Quote from Ramon S. Ang of San Miguel Corporation:
QuoteI am pleased to announce the partial opening tomorrow, December 29, of our 18-km Skyway Stage 3, for free to motorists for one month. By January 14, we can all enjoy the full benefits of this engineering marvel. Despite the continuous rains that delayed its completion, the entire team worked so hard to deliver this game-changing project.

More details on the opening:

QuoteLOOK: San Miguel Corp. to open Skyway Stage 3 from Buendia, Makati to NLEx on Tuesday (Dec. 29).

Only 4 lanes will be opened & all 7 lanes to be useable by Jan. 14, 2021.

SMC says will waive toll fees for 1 month.

So not a Super 2 configuration, but a full four-lane controlled access route along all of Stage 3!  Then all lanes open halfway through January.

GMA News clip on today's (12/29 in the Philippines) Skyway Stage 3 soft opening.
https://www.youtube.com/watch?v=4wD5PSbgOEQ

It's almost 10 AM in Makati at the moment and news reporters are still on the pavement itself - a user at SkyscraperCity speculated that the actual opening time will be around noon over there (so in two hours).

As part of the Skyway Stage 3 soft opening, three ramps will be open today!

QuoteBalintawak Southbound On Ramp: OPEN
Plaza Dilao Southbound On Ramp: OPEN
Buendia Northbound: OPEN

Essentially, access from the Paco district to Makati via Skyway now exists, as well as access from Makati north towards Balintawak.  The Balintawak southbound onramp likely is the one that connects Bonifacio Avenue/EDSA with southbound Skyway heading to Manila/Makati.

However, with the opening of the Plaza Dilao onramp to southbound skyway, the former temporary northbound ramp (using the same right of way) to the plaza is now closed for the time being, to be supplanted by the eventual Quirino Avenue and Nagtahan exits:

One user at SkyscraperCity apparently has now gone on the road between Quezon City and Makati and noted it is 10 minutes between Quezon and Buendia Avenues.  Road currently has a 60kph/40MPH speed limit in the 2x2 temporary configuration.

Road Scouts' English language commentary on both directions of the new Skyway segment:
https://www.youtube.com/watch?v=M2R6Dt1tQ3M

I offered the following thoughts as a comment to the video above:

Thanks for the video!  As someone who's been following this project from overseas (I've been to Metro Manila five times since late 2016) it's really neat to see everything come together now, and this is one of the few English-language commentaries on Youtube.

SOUTHBOUND THOUGHTS:

- The distance sign on the onramp from NLEX in Balintawak is almost overwhelming, one can't possibly read six destinations at 60-80kph!  (In the US, those types of signs are at most limited to three destinations total; the currently covered-up next-three-exits sign on the northbound Skyway near Nagtahan has that sort of formatting)

- Nice to see the possible 5th Avenue/C-3 connector mentioned (it has been shown in SMC's map of proposed highways as part of the New Manila International Airport project).

- Multiple left-exit ramps on the Skyway (Quezon Avenue southbound, Tomas Claudio/NLEX Connector northbound) stand out because that is not really a feature in most modern expressway designs, but makes sense here as a space-saving technique.  In the US left exits now have to be noted with black-on-yellow text on the signage, not sure that sort of distinction has been adopted yet in the Philippines

- In SMC's planning map for NMIA, the Pasig River Expressway alignment continues north and west from the Nagtahan exit (towards Anda Circle) and continues east along the river from Tomas Claudio.  Super curious in the near future how the PAREX connections will be incorporated here.  (I already see a stub for a future onramp at Tomas Claudio, presumably for NLEX Connector)

- When the road fully opens on January 14th I presume the speed limit will be upped to the full 80kph design speeed.  In some other videos people have already measured how quickly they've goten from Buendia to Balintawak so it'll be neat to see how much faster things will be once all six lanes are operational.

NORTHBOUND THOUGHTS:

- From the other videos I've seen, it's interesting that SMC went through all the effort of covering up the signs for Nagtahan, yet has the wrong "next exit" listed (Quezon Avenue) from Buendia, when Quirino is the next exit up.  I think also that "Skyway Ends" sign is still up between Amorsolo and Buendia, even though the road had already continued north to Plaza Dilao since July/August 2019.

- When NLEX Connector opens, gotta wonder what the listed destinations will be at Tomas Claudio - Sampaloc/Valenzuela for the connector vs. Balintawak for Skyway?  (This is the offramp you passed by at 22:03)

- The every-100-meters advance notice signs for Quezon Avenue contrast immensely with the almost total lack of sigange for the Quirino offramp.  (In other videos of the Skyway, I've seen already that the standard distance between signs is already set up for the Nagtahan ramps)

- Left onramp at Quezon Avenue to northbound Skyway.  Hopefully the merge lane will be long enough coming off that and onto the Skyway

- the support pillars near the Del Monte toll plaza are a bit awkward without some sort of wall/guardrail around them!
