The PA Turnpike website has a page up announcing the start of the Breezewood Interchange Project.

A second page details the project timeline.  No proposed interchange layouts are shown, as it appears that the preliminary engineering phase will take 3 years.  Right-of-way acquisition should begin in about 6 years.

The tolls on the Turnpike will be too expensive only the wealthy will only be able to drive on it as well.

Some DOTs refer to US routes as state routes or even just routes since in their mind there's not much distinction other than the shields now.

Ohio does that a lot. I recall a VMS that mentioned a state route like that.

Yes it is.  PennDOT calls it "State Route 30".  That's why its SR Segment Signs say "SR 30".

3 years gives speculators plenty of time to buy up land. Then when it comes time to go forward, inflate the purchase price.

That's what eminent domain is for.

Eminent domain still requires fair market value paid.
