I *think* that is less of an older sign and more of a design error. Note the large, simplified Colorado River notch at the southern tip of the state, which is more common on newer shields. And all-white signs haven't been the shield design in the 3-digit Route era (post-1976). In any event, I believe this sign has been removed or replaced within the last couple years due to a recent rehabilitation project.
