In some states like Texas, where there are like 500 or some designs over the last twenty years, there's no way a cop could reasonably keep track of every design. Even one they haven't seen before could be chocked up to it just being a rare design.

Some states have a lot fewer vanity designs so maybe a cop has memorized them all...
