That third lane on 99 makes all the difference. I can't think of another highway where the lane discipline is worse than I-5, people just camping in the left lane continuously, no matter if the right lane is open or not.  Unless you are traveling in the wee hours of the night, it's nearly impossible to maintain a fixed speed for more than a few miles without encountering this behavior. 

Even on the four lanes parts of 99 the lane discipline is way better though.  99 gets a lot more local truckers which seemed to get the idea of getting a pass done fast and getting back right ASAP.  I genuinely don't know why it is like this since I'd assume the long haul truckers generally have more experience.

And it said 150 this morning.  The actual number came down over the course the day.
