Yes, because there would still have to be a valid 'implied' play from one element to another.

So, for example, if that assembly were to say...

US101 30
WHEELER 31
TILLAMOOK 53

SOUTH
53

...then all numbers would be in play, because there would be a valid move from the OR-53 shield to the [Tillamook 53] sign element, and then from there to any other mileage element of the same sign.  But, because there's no valid move from the OR-53 shield to any of the other numbers in the assembly, the shield is the only one that can be played from.
