In the interest of keeping the game moving, I looked it up, and while I speak absolutely no Chinese whatsoever, it appears that such a sign would be white, so let's go with that.

Two-for-one on white speed limit signs -- 80mph maximum speed limit and 40mph minimum speed limit, on I-29 in northeastern South Dakota:



The 40mph minimum speed is common in neighboring states too, I guess because it's high enough to keep farm equipment off the Interstates.
