On closer inspection, the shield bolts seem to have a plastic washer between the bolt and bracket, but the directional plaque does not. And I also wonder if the holes are pre-drilled or the sheeting includes the bolt holes beforehand. The plaque seems to have spots for bolts to be mounted top-and-bottom, not to the left and right of the post.

FDOT likes lots of bolts with more recent installs (15-20 years), presumably due to the potential for hurricane-force winds. But it makes some of their shields look like Pinface from Hellraiser.
