I've seen flashing stop signs here in New Jersey, at some shopping centers and what not I'm guessing that it's to get more attention for people to stop.

I think two flashers are going in half a mile from my house, as they're changing a rural intersection from a two way to a four way stop.

I haven't been there in many years, but for a long time there was a stop sign with two flashing red lights on top of it in McKenney, Virginia, on VA-40 at its intersection with US-1. There were no traffic lights in the area and this was the only significant intersection. A college friend lived down the street from that intersection, which is why I remember it, but I haven't seen nor spoken to her in years, and the Google Maps app doesn't seem to have Street View there.

"That sounded stupid, didn't it?"
—Kolzig, to the same reporter a few seconds later.

Here's one along what used to be US 160 in Willard MO. I find myself getting stopped by this sign quite frequently because it's a near a popular pizza place.

While I'm talking about it, here's the pizza.

I only know of one flashing stop sign near me (looks the same as all the other ones posted here) but I've also seen a flashing "do not enter" sign in a mall parking lot (not on Streetview) and a flashing crosswalk sign in Bellevue, WA: https://www.google.ca/maps/@47.6173599,-122.2043739,3a,18.9y,189.1h,113.78t/data=!3m7!1e1!3m5!1sKgP_42cUIl1zaq-4DxiEoA!2e0!5s20181001T000000!7i16384!8i8192. I can't remember if it flashes all the time or of it only flashes when there are pedestrians crossing. I don't know why it needs to exist because it's at a normal signalized intersection, but it's still pretty cool.
