NV 360 is even part of the NHS (as a STRAHNET route), connecting southwesterly US 6 (segueing onto southward US 395) and US 95.   It's one of the more viable alternatives for driving from L.A. to Boise & vicinity (the other involves US 395 north from Bishop and then turning onto CA 167/NV 359 to US 95 at Hawthorne). 

Also, while CA 139 is very sparsely traveled between CA 36/Susanville and CA 299, I can attest from personal experience that from CA 299 NW to Oregon it sees quite a bit of traffic -- and much of that consists of tractor-trailer commercial vehicles.

I even used NV 360 to US 6 when US 395 was closed due to a fire once.

They messed up on "Route 139" in more than one way. First off, it US 136, not 139. Secondly, why were they so lazy to the point they just drew a line across the MO-IA border? Yes, the furthest south it gets is 25-ish miles from the border but still.

EDIT: I didn't realized there were TWO route 139s until later, so they could have done something to distinguish them (or you know, correct the wrong one?).
