They probably do a fairly adequate job at catching the eye, albeit in a festive way.  The MUTCD compliance crowd has been having a field day with this setup.

I don't much care. Flashing speed signs are what they are, and I consider them a nuisance, but the word that's displayed with the number is relatively irrelevant.
