Winnipeg: Traffic signals now operate 24 hours per day

I spotted that news release at https://winnipeg.ca/ourstories/2020/201001.stm

To help improve pedestrian safety at signalized intersections around the city, traffic signals are no longer programmed to operate in amber/red flash mode at night, in the early morning hours, and on weekends. The change went into effect October 1, 2020.

“When these traffic signals were in flash mode the pedestrian signal, including the visual walk sign and audible sounds, were inactive,” said  Greg Blatz, Supervisor of Traffic Signal Timing.

“This made for potential difficulties and safety issues for pedestrians wanting to cross the roadway.”

The flashing lights were initially used when traffic volumes were low to reduce delays for motorists.

The change impacts 185 intersections around Winnipeg. The majority of these signalized intersections will be reprogrammed with traffic signals cycling through green, amber, and red phases.

“At a small number of locations where traffic volumes are particularly low, we will be programming a red/red flash mode, depending on the characteristics of the intersection,” said Blatz.

"Officer, I'm always careful to drive the speed limit no matter where I am and that's what I was doin'." Said "No, you weren't," she said, "Yes, I was." He said, "Madam, I just clocked you at 22 MPH," and she said "That's the speed limit," he said "No ma'am, that's the route numbah!"  - Gary Crocker

Ideally you'd have a rest green phase with a low min-green float setting to change upon any detection on the side street.
